At its September 18, 2013 Governing Board meeting, the Silver Lake Neighborhood Council adopted a new community grant funding program for the remainder of the current fiscal year which ends on June 30, 2014.
Silver Lake Neighborhood Council Fiscal Year 2013-14 Budget and Grant Funding Program
In order to serve our constituents in a transparent, fair and equitable manner and, given the limited financial resources at our disposal for Fiscal Year 2013-14, the Silver Lake Neighborhood Council (SLNC) hereby establishes the following grant/project funding guidelines for Fiscal Year 2013-14.
1.0 Neighborhood Purpose and Educational Grants (Category 400 – Neighborhood Purpose Grant)The Silver Lake Neighborhood Council hereby allocates $8,000 ($4000 per cycle) to be distributed to qualified educational institutions in the form of Neighborhood Purposes Grants (NPGs) in FY 2013-14. Educational institutions that serve students who live within the boundaries of the Silver Lake Neighborhood Council are invited to submit Neighborhood Purposes Grant Applications for grants of no more than $1,000 each. Faith-based institutions and private schools are ineligible.
Completed applications and required materials for Educational Grants must be received by the Co-Chairs no later than (see the dates for funding cycles below). Completed applications will be reviewed at the next scheduled SLNC Governing Board meeting after said deadline. Approved grant applications will be processed for payment the month following review and approval by the Governing Board. Although not required, all applicants are strongly encouraged to submit applications through the appropriate Silver Lake Neighborhood Council Committee prior to submission to the Co-chairs. In order to be deemed complete nonprofit organizations and/or public schools must submit the following documents to the Neighborhood Council for review and consideration:

2.0 Community Events, Partnerships and Sponsorships (Category 200 - Outreach)
The Silver Lake Neighborhood Council hereby allocates $5,000 ($2,500 per cycle) in order to partner with qualified organizations on community events, outreach activities and sponsorships for FY 2013-14. All partnerships and/or sponsorships shall be for the expressed purpose of encouraging stakeholder participation in the neighborhood council, promoting the work of the neighborhood council and for the benefit of the Silver Lake community. No single community event, partnership and sponsorship shall exceed $500.00. Applications for Community events, partnerships and sponsorships must be received by the Co-chair/s no later than (see the dates for funding cycles below). Completed applications will be reviewed at the next scheduled SLNC Governing Board meeting after the deadline. Although not required, all applicants are strongly encouraged to submit applications through the appropriate Silver Lake Neighborhood Council Committee prior to submission to the Co-chairs. Approved applications will be processed for payment the month following review and approval by the Governing Board. 3.0 Community Improvement Grants (Category 300 – Community Improvement Projects)The Silver Lake Neighborhood Council hereby allocates $9,000 ($4,500 per cycle) for FY 2013-14 to be distributed for qualified community improvement projects that serve those living within the boundaries of the Silver Lake Neighborhood Council. Community Improvement Projects include costs associated with beautification projects such as tree plantings, graffiti abatement, sidewalk washing, median maintenance; and capital improvements to City owned facilities such as recreation centers, fire stations, police stations and parks. Community Improvement Project Grants shall not exceed $1,500 per project.

Completed applications will be reviewed at the next scheduled SLNC Governing Board meeting after said deadline. Although not required, applicants are strongly encouraged to submit applications through the appropriate Silver Lake Neighborhood Council Committee prior to submission to the Co-chairs. Successful applications will be processed for payment the month following review and approval by the Governing Board. Community Improvement Project Grant Applications must be submitted on a Neighborhood Purposes Grant Application and include the following information at a minimum:

Due Dates for Funding Cycles
Cycle 1: All application packets are due December 1, 2013.
Cycle 2: All application packets are due April 1, 2014.
These dates give the Executive Committee time to hear any grant requests that have not been heard by other committees.
Unallocated Funds:
In the event that funds remain unallocated in any of the three categories described above, said funds can be reallocated to another category at the board’s discretion. In the event that funds are reallocated to a different category, a request for applications shall be issued by the Co-Chair/s to eligible organizations in the Silver Lake community. Eligible organizations shall have no less than 7 days from the date of the notice to submit applications for reallocated funds utilizing the same application guidelines and requirements as described above. The Governing Board will review applications for reallocated funds at the next scheduled Governing Board Meeting following the deadline.
Grant Amounts Outside of the Program Guidelines
Approval for grants that are above and beyond the guidelines describe above must be approved by a supermajority (66%) of the voting Governing Board Members present at a properly noticed meeting with a quorum present.
